On 17 June 2024, ECHA’s Enforcement Forum announced the launch of REF-15, a large-scale European project set to begin in 2027, focusing on the compliance of Safety Data Sheets (SDSs). The decision follows alarming results from previous inspections — such as REF-8 in 2021, where 30% of the SDSs reviewed showed serious deficiencies, including:
- Incomplete or outdated information on hazardous substance properties
- Insufficient risk management measures to protect workers
- Lack of alignment with obligations under the REACH Regulation (EC No. 1907/2006) and the CLP Regulation (EC No. 1272/2008)
Objectives of the REF-15 Project
National authorities from 28 EU/EEA countries will conduct targeted inspections to:
- Assess the completeness and accuracy of SDSs, with a focus on safe use instructions for industrial chemicals
- Verify the practical implementation of safety measures in workplaces, including use of personal protective equipment (PPE) and adequate ventilation
- Identify recurring non-compliances, such as missing harmonised classifications or invalid exposure scenarios

According to ECHA, non-compliant SDSs increase the risk of chemical accidents and chronic exposure, potentially causing long-term health effects for workers.
