Starting from 1 January 2026, both the fees and payment procedures for placing mixtures on the Belgian market notified via the PCN Portal will change.
All PCN notifications submitted during calendar year 2026 will be invoiced by the FPS Health at the beginning of 2027.
The fee will be calculated based on the number of mixtures notified during the calendar year by the importer, downstream user, or distributor placing on the Belgian market mixtures classified as hazardous to health or posing physical hazards. The total amount due will therefore depend on how many mixtures are notified.
A more advantageous fee structure for companies
The new calculation method is more favorable for notifying companies, as costs will be divided into tiered brackets based on the number of dossiers submitted.
Fees will start at €500 for the 6–20 notification bracket, gradually increasing up to €40,000 for more than 10,000 dossiers. Overall, these rates are significantly lower than those applicable up to the end of 2025.
Validity of notifications and updates
Once a notification has been correctly submitted and the corresponding fee paid, it will remain valid indefinitely.
However, if the composition of the mixture changes in a way that requires an update of the notification in accordance with Annex VIII, Part B, point 4 of Regulation (EC) No 1272/2008, a new notification must be submitted. This new submission will be subject to the same fee structure described above.
Timing requirements in Belgium
Please note that in Belgium, PCN notifications must be submitted at least 48 hours before placing the products on the market.
